You could with justification say that this article breaks that policy.

My defence is that it covers a great deal of truth about the way in which our political settlement is gradually being eroded and modified without due process of (a) explaining why changes are being put forward, (b) ensuring that the population at large is fully informed and on board with them and (c) (most importantly) exactly what is wrong with the existing local government arrangements that these changes will correct, and what might possibly go wrong ...

(c) is critical, given that Tony Blair taught us that change for nefarious purposes is usually cloaked in fine language which nevertheless hides the true intended effects, relying on our compliance and lack of capacity to properly investigate publicise and if necessary fight back against projects that always seem to have the effect of removing freedoms from lower levels of government and handing them to the centre. 

Even if only by diluting or removing the traditional checks and balances.

If we didn't ask for this, is it likely to be in our interests?

Lastly, the Heritage Party has so little support at the present that the powers-that-shouldn't-be don't yet seem to have bothered to both infiltrate and neuter it, so my lapse of policy is actually trivial at this point, it's the discussion that's important.
