The Q phenomenon seems to have been as much about preparing our subconscious by seeding Pointers to the future as it was about giving our conscious minds trails of obscure links to follow up.
Certainly it worked on multiple levels, not only for the Anons but also for the Enemies of the People: "We see you, and we're coming for you - we are inevitable".
As a psy-op it may be without parallel, but given the long long history of psy-ops that have been deployed against "we the people" over times past, that is certainly debatable.
