Well, maybe so. At any rate it appears that the US blockade of the Gulf is having much the same effect - if you can't beat them militarily, then bankrupt them. Sooner or later they will run out of munitions - unless they can negotiate big (open-ended?) loans from their suppliers of course. Maybe Zelensky could advise them?
