Re: Operation Talla - Evidential Bundle and Notice of Ongoing Independent Investigation
I write to place on record, for the attention of the Government Legal Department, a bundle of primary-source material relating to the national policing response known as Operation Talla.
The attached PDF (“Understanding the Police Operation Talla ‘not to record’ approach”) compiles official documentary sources only, including:
• Freedom of Information disclosures from Police Scotland
• National Police Chiefs’ Council correspondence and briefing material
• contemporaneous internal communications
• public record statements touching upon the interaction between policing structures and the criminal justice system
This bundle is evidential in nature and is provided for information and awareness only. It advances no commentary beyond the content of the documents themselves.

Given the potential constitutional and administrative law implications arising from matters evidenced within these materials, including issues touching upon crime recording, investigative discretion and the flow of cases into the criminal justice system, we consider it appropriate that central government legal representatives are sighted on the primary record.
For completeness, we confirm that an independent, evidence-led public-interest investigation remains ongoing.
Further documentation may be published or shared with relevant bodies in due course as the record develops.
No action is requested at this stage. This correspondence is intended simply to ensure that the evidential position is transparently placed on notice.
Should it assist, we would of course be happy to clarify the provenance of any document within the bundle.
