Oh, I forgot, they don't get to go to jail, they just get fined.
So lets's get this straight: ordinary investors lose out, the banks who profited pay a fine out of their illegal "winnings", and the government gets a windfall fine ...
No of course the system isn't rigged. It's all legal and above board.
